1408 phones show "awaiting language file" 2

I have IPO500v2 running 7.0(12).
I am attempting 3 digital phones (all 1408s).
Originally they all reported "awaiting firmware upgrade". Looking within Manager->System, TFTP was configured, however customer has removed TFTP for security reasons. I reset this to 0.0.0.0, and all phones downloaded their firmware. One of the phones is now okay. However two phones report "awaiting language file" (the phone is configured with English language).

I've placed 14xx_lang_R1.bin (which I had on my own IP Office running the same version) within c:\program files\avaya\ipo\manager.

I've also uploaded the file to the PRIMARY and BACKUP directories on the SD card using 'file upload'. I noticed the attributes on the file do not include system ticked. However I am unable to change this.

The phones still report "awaiting language file". Seems strange that one of the phones is okay, two are not. How do I resolve?

just use the SD card for the BIN files

in Manager set the TFTP to the IPO LAN port
also in manager - run "Upload System files" in Embedded file management rather than manually uploading them, or it wont recognise it as a system file.

guys this is what it is all about here
one guy has trouble and works on it and then tries a few things and can't get it and asks for help describing what is going on in detail and another guy helps out.
I love it and give both of you a star because it seems that lately more and more guys are coming here having no clue what the manual is and asking for help without giving enough information to even know what the heck it is they want to achieve.
