Some/most of the early BIOS on older mobos permitted 65,526 clusters limiting the maximum partition size to about 128 MiB.
This appears to be what you are dealing with.
Get the mfg & model of the mobo and check their site to see if there is a later BIOS that yo could update to and if so get all the instructions on how to do this on their board. Be very careful, as the older types can be rendered non-functional and do not have a on chip recovery as most of the newer BIOS's have.
There are some workarounds, but you are much better off is the BIOS sees the full capacity.

Right, so definitely check the BIOS settings first, and see if it is registering the full capacity. If it's not in the BIOS, then the problem isn't likely Windows, especially if you have SP1 or later installed.
The fact that it is ATA133 drive on an ATA100 port is not a factor...
