128 Bit Encrypt Problem on system using IE 5

I am having a problem with a system where I go to log onto a site that requires 128 bit encryption using IE and everytime I go to log on to that site it tells me that I need an explorer that runs 128 encrypt. I tried more then one different site that uses 128 encrypt and they all tell me the same thing. I upgraded to 5.5 and had the same issue, then I went and upgraded the windows 2000 system to IE 6.0 and again same issue. Not sure what could be the issue. When I go into the IE and about IE it tells me that I have Cipher Strenght 128 bit-encryption. What is the isssue here?
 
carrr is right on. However, I strongly recommend you visit the Windows Update site to make sure you also have all critical updates installed as well.
