128-bit detection..

Hi guys..
Anyone know of a way to detect whether or not the users browser is capable of 128-bit transmission? It's easy to do with netscape, but IE is proving to be a pain :(

Sorry Smittee,

I don't think I was clear.. I need a way to detect a users current encryption capablities.. If it is 40-bit I need to redirect them to a download page, if it is 128-bit they can view whats on the page.. All I need to know is how to detect it.. I can do everything else.
