120 cycle tone on analog sets

When picking up some analog sets on option 11c hear
a busy tone but can still dial 9 and make outside call
this has began happening on some ana. sets How do I
get this off and just have steady pbx dial tone ?

you'll need to change cls to lpa on the set, your hearing a msg waiting tone.. you can also delete mwa or check for mail msg..
