11C DATA BLOCK ERROR TO CALL MANAGER

Apparently I missed something in the 11C config to enable calls to Cisco call manager.
Every call starting with a "6" should roll over to the trunk
to CISCO. I get a quick busy and an ERR624 on the 11C console. ESN datablock or NTCL pointer invalid or missing.
Can someone point me in the direction I need to go.

MY LD 87 has a 6 for the DSC. (no other entries)
The RLI is 0

RLI 0 in LD 86 as expected, shows rout 10 which has been configured.

Any other pointers will be appreciated.

I did an LD87, configed TSC & FLEN 4.
Same error. ERR624.
Also did LD87 with LSC. ERR624 again.
