1151C2 Power Adapter w/battery hold over charging LED does not light

I purchased these for 4621 sets supporting an ACD. When plugged in initially, only the power on LED lights. I've had 11 charging for over 12 hours and none have had the charging LED lit. The box for each has a label stating "recharge before 2007 04 27. Suggestions/recommendations and how can I check the battery voltage? And what is the battery life?
