1140E Phones not able to get 2 DID Calls (Getting Busy)

I have programmed up Target Lines a million times on Norstars and BCM's and I have checked all of my programming, but my BCM 200 running all 1140E phones and 4.0 Software will not allow a 2nd DID call to come in (Gets a busy). Of course I have 2 I/C keys on the sets, and "If Busy to Prime" is correct, Prime Set is the correct DN, etc..etc..etc..etc.. Telco claims it is not them and I have done other tests to rule them out as well. Anybody know of any bug-a-boos with 4.0 or 1140E phones relating to Target Lines?
 
Did you check the number of apperances for each assigned target line? Default is 1
 
Thanks, but yes, I have (2) appearances on the phone. I have it as "Ring Only". Doesn't work with Appear and Ring, 2 appearances either.
 
I solved it. I removed the Target Line off the phone. Removed all the DN programming off of the Target Line and then rebooted. When it came back up, I put all of the programming back and it started working. Gotta love new releases from Nortel.
 
I have similar problem.BCM400,1140 and 1120 phones, 4.0 software.
I have a same problem with the Intercom button(incoming call go to hunt-group).
I solve this problem thus. DeRegistration-Registration phones.But it helps not for a long time.
The problem exists.
I have 20 IP-phones. Periodically one of phones starts to not work (the defect described above with Intercom and DDI).
