I have seen this with some new and refurbished sets. Our customer had to get the company they bought them from to assist them with getting the sets set back to a default config as all they would do is reset,reset,......
There are two possible reasons for this issue.
1. The 1140E firmware file on the telephone system is corrupt (the phones reject the firmware after downloading it). If this is the case, just update the firmware on the system.
2. The phones have newer firmware than the telephone system. Recent Avaya firmware releases disallow firmware downgrade - thus download attempts would be rejected by the phones. You could either update the firmware on your system to at least the version used by the phones or you could downgrade the phones' firmware using the BootC procedure.
As ucxguy points out, there are minimum firmware versions depending upon the hardware version. These are outlined in the latest UNSItim ReadMe files on support.avaya.com. Attempting to downgrade a phone below a firmware version which is supported on the hardware will result in a rejection.
I had this problem last Month on a SRG BCM 50 that had a knackered hard disk. We rebuild it using the last patches that were issued as it was a release 3.0 system. We found that all but 3 of the 1140 phones couldn't register to the main CS1000M site that was at release 4.5w.
It could some head scratching and I got through 3 disk images, before I realised that I needed to use a virgin day 1 image with no patches. We then had to install the same BCM patches that had existed before and this wasn't easy as most people only keep the latest or last copies!.
Eventually we got them all restored only to find that the 3 that had worked were now having the same problems as the others. All this was we think due to different releases of the 1140e phones and that the CS1000M was also no longer supported and it was also maintained by another company.
Lessons learned was to keep old patches!.

Just upgrade to the latest IP phone firmware on the TPS via Element manager. If that doesn't work you can always revert back to the previous software. I think you can download the software from the Avaya support site without logging in? You didn't mention what software the CS was running (as I could see)?
you need to have C8Q on your phones as the software certificates have expired on the older firmware. this came directly from avaya.we had this issue and opened a ticket and it only took them 3 weeks to read their own documents that state this which of course they didn't release openly.
I have an i2007 set that got upgraded to the Avaya firmware when I installed the latest SYS patch on my BCM50.
I am a diehard Nortel Fan and am not pleased with the change. Do you know of a way I can downgrade the firmware
in the i2007 so it will once again display Nortel? And I imagine that I would somehow need to patch the BCM50 to
prevent the Avaya firmware from being forced onto the phone again. My BCM50 is release 3.0.
Any assistance would be more than greatly appreciated.
Interesting - so in the latest smart update Avaya released firmware for i2000 series phones (or at least for the i2007) with their own branding.
I don't believe that firmware for i2000 series phones was ever locked to disallow downgrades. Unless Avaya added this "feature" to the firmware, you should be able to downgrade the firmware installed in the phone just by forcing firmware download on a system with older firmware (without the latest patch). If you have another BCM without the latest patch applied, you can try to connect the phone to that BCM and use the "force firmware download" option from EM.
If the phone accepts the older firmware (and comes up with the Nortel branding), the next step would be to disallow firmware updates (or to remove the new Avaya firmware from the BCM50). I don't remember if BCM50 release 3 always updates firmware automatically or if there is a way to disable firmware updates.
First, try the downgrade the firmware in the phone by using another BCM. Considering options for the second step would make sense only if the downgrade is successful.
