1140e DHCP issues

I have an 1140e that I am trying to connect to a BCM. I am not using a DHCP scope I am provisiong the sets with DHCP = yes and the S1 address as the BCM adress using port 7000.

This worked for a number of sets however I have two flakey 1140e's. I can set them up at my desk where they aquire a set address of 172.20.201.126

However when I move them to another IP subnet the phones fail with the message starting DHCP as they refuse to aquire a new address.

Does anyone have any thoughts on this?

 
Is the same DHCP serving serving both subnets? Is there a route between the two subnets? If there is a route, is the router blocking any ports? This definitely sounds like a networking issue.
