1140E Boot issue 1

I'm trying to install an 1140E on a BCM 450. It lights up, but then freezes on the starting DHCP screen. Have 10 other phones that are working just fine. Could this be just a bad phone?
 
sounds like it try to factory reset it though

press : **73639[MAC address]##

 
Phone guy, I've tried to reboot and hit the 4 buttons up top. It got me the prompt to put in the admin password for a second, but then went away. Is there a better way to get into the admin programming?
 
you can factory reset without getting into admin programming

as soon as the phone starts going through its boot cycle go through the factory reset steps above

i have to do this with most refurb 11xx series phones i install

I have never been able to get this reset to work.

Any phone i have tried it on 11.., 12.. series phones nothing seems to happen and the old address are always still there.

so what am i missing..
 
i have done it at least 50 times

are you sure you are putting in the correct mac address?
