1140 IP set admin password. 1

We are finally going to deploy a few 1140e IP sets at a remote site on our Avaya CS1Ke 7.6 system.
If our end users were to press the Services key we want the sub-menu Diagnostic option to be password protected. Also when the end user presses the Services Key twice, we want that password protected.
I have been trying to find where and how to turn it on; but all I keep finding is this…..

(Your system administrator can establish a password for the Local Tools
menu. When the password is enabled, a password prompt dialog box
appears when you attempt to access this menu. If this happens, contact
your system administrator.)

So where do I turn it on and set the password?
Also we want to disable the users from activating the Station Control Password; can we?
 

When you deploy your phones you will probably be using a provisioning server of some sort ( TFTP, HTTP...)
In your provisioning file ( zone,device,type,system - whatever file you are using) all of the configurable items are there.
IP Desktop Phone fundamentals page 403 should get you started.
Of course you can always manually provision the phone -
The phone device password is the generic "color*set"
The "local tools" stuff - page 378

SCPW is determined in the PBX - TN based - as far as I know users cannot activate if not configured -
