10g paramform wont display data entry boxes

Can anybody tell me whats going on with this report. If i submit the report like this I get the parameter form displayed. But only with a submit query and a quit button displayed. The boxes for the parameters are not displayed. This is an old 6i report that i converted to 10g. I dont get any errors compiling the report and it runs fine inside of report developer. Can anybody tell me why the entry boxes are not displayed in the browser?

Open up the parameter layout in the report builder and create fields for your parameters.

I found some references that indicate that you can not use paramform with .jsp files. So, I tried with the .rep file and it fails completely. BUT, if I use the .rdf file, the command works like its supposed to.

Im sure there must be some way to use a compiled version of the rdf file, but I havnt found it yet.
