10g Express Edition general question.

Hello all,
I'm thinking of using 10g Express as my new database. I am currently using SQL Server Express and find it extremely painful to use.

This is for a small web-app for a community organization...nothing too major, transaction wise, just to provide some lookups for users, around 100 users.

On a professional note, I use Oracle products with Toad products so I have experience with Oracle.

Questions:
-Is the functionality for 10g similar to what I would find in 9?
-What are the limitations for this free version?
