I'm making some PDFs in photoshop that I'm putting on a webserver. They are accessed there via a hyperlink. The problem is that when Acrobat opens them in the browser, it opens them at 125 % size. I know that you can resize them by pressing the - button, but some people are computer illiterate, and for them I want the PDF to open at 100%. Is this something that can be controlled when creating the actual PDF, or is it something arbitrary, depending on some setting on the client computer, that cannot be changed.

 
Open the pdf in Acrobat and go to File menu/Document properties. When you get the window go to Initial view and set what you want under magnification.

You might want to consider "fit page" or "fit visable" instead of 100% in order to cover all the different monitor sizes and resolutions.
