1.MB throughput for XP Workstation Remote backup

I have a remote backup job for an XP workstation that backs up at the rate of 1.00MB!
Byte count : 234,556,954 bytes
Job rate : 1.00 MB/Min (Byte count divided by Elapsed time for job)

But only intermittently. Normally the job runs:

Byte count : 36,924,383,243 bytesJob rate : 595.00 MB/Min (Byte count divided by Elapsed time for job)

A reboot of the workstation usually takes care of the problem but the user who is also the Director (ah-hem!) is getting a little annoyed with this problem. He'll get over it.
I upgraded BE to 9.1 and pushed the remote agent to the PC again and again after the backup slowed down to 1.00MB. Today I went in to delete the job and recreate it. This is what I got:
'Access to the device is not authorized with this edition of the product.'
This does not appear in the job logs, only when I try to access the job itself ??
Any help would be appreciated!
