1 line on 2 phones, 3rd call only rings on one phone 1

We have 2 8851 phones at a counter where 1 line is shared on the 2 phones and is the only line on them. If 1 call comes in and is put on hold on one of the phones, you can pick the call up on the other. This also works for the second call - rings on both, and if put on hold the calls show on both phones and can be picked up on either phone. Whenever a 3rd call comes in on this line only one phone rings (always the same phone) and if this phone puts the 3rd call on hold the other phone does not display that 3rd call. So after displaying 2 calls the one phone doesn't ring or display the 3rd call. I haven't found any difference in how the 2 phones are set up. Thanks for any help/ideas.
 
1 phone has a different max/busy calls setting on the line than the other.

Yes gnrslash nailed it. Max/busy not the same on the line appearances for each phone. Thanks again.
