1-2-3 Illegal Operation (in 123w.exe)

I have tried everything to fix this error. Smartsuite is installed on an IBM 570E thinkpad (P3500 128 12gb) running Win98 SE. Also installed are Lotus Notes, Microsoft Project, Timbukto Pro Build 650, and IBM antivirus. The problem occurs when the user tries to open 123, be it by launching a data file or by clicking the program shortcut. However, when I timbukto in and launch a file or the program file it works perfectly. I've tried re-installing, un-installing and re-installing, decreasing hardware graphics acceleration, re-installing timbukto, running scandisk, basically you name it and I've tried it. Does anyone have any other suggestions?!

Ahh..forgot that one! It's a windows GPF, I don't know the memory location because it's a remote user but it is in the 123w.exe module.
