    Sorry, you're response didn't show up at first so I pressume you meant like a blurring. I'm not 100% sure of what you want.

    1)Create a solid colored layer 2)Track it to where the license plate is(and make it the correct size etc) 3)Alpha mask this to the footage Precomp 4)Create a new comp and bring in both the precomped blurred footage and the normal footage done
