You definitely have a "stand-by" or a "line interactive" UPS. As mentioned by Fred, these types of UPSs pass line power to the load directly while normal line voltage is present. The line-interactive is also a stand-by, however it's output adjusts a few steps below and above it's nominal voltage...

Hi 1460, not quite sure I understand your question. PoE (power over ethernet)capable switches using the 802.3af standard are able to supply up to 15.4W per port. A newer, future standard called PoE+ is being worked on and will able to deliver up to 56W per port. Hope that answers your question.
