Running as a daemon it works Run as a Queue Runner it does not

Running as a daemon it works Run as a Queue Runner it does not
I'm running sendmail 8.12.11. I can process email ok if I start it using /usr/sbin/sendmail -bd. Email does NOT get processed if I run it via Queue Runner.
