IF...you had spare c.o. ports and wiring access for changes was easy, ( it is usually not easy in residence work)there may be an unsupported way to give you some partial satisfaction.
keep your chakras open
the symptoms could be caused as budbyrd describes. you have tried ttt's good solution. these symptoms are a fairly common user complaint of older loop trunk systems. does the user's pain warrant a serious solution?

perhaps, you may try turning the desk base upside down on the wall and using the short [ i forget, 8 or 12 inch ] d8 cord. [ assuming that you're using the 630b.]
this choice would cost the user the quick reference card tray, but they may seldom use it anyway.
if i remember correctly, this also...
a defective power module will produce the same symptoms.
the current release number is part of the autobackup file name on the pcmcia card.
release four has a couple of nice features added if you go that route.

by any chance,
if auto backup to pcm card was in use, you should have two usable restore files.
software versions of replacement processors must match the backup file.

e911 is a little more involved than your description. i believe e911 function will require an upgrade to a MAGIX release. this also means no atl telephone sets nor atl ports in your configuration.legend r7 provides a 911 ars route, but not e911 information.
