I have just noted something interesting. If the Exchange server name you enter can be resolved to an IP address, Outlook will attempt to connect to port 135 first. I believe this is part of the original question that started this thread. Sometimes it tries SSL but not always.

I am still having the problem many ppl are reporting here however as suggested I tried putting my Outlook 2003 Client on the same subnet as the Exchange Server. It connected instantly.
Then I moved the Outlook Client to a different subnet (one that is 2 hops or routers away via the internet)...
