Unfortunately, I tried that experiment and it did not help.
I tried all permutations of those settings and I just double-checked them.
No luck. Oh well.
Please let me know if you have any other thoughts.

(2) No. It happens all the time. Logout/Login has no effect.
(3) No. It happens all the time. Rebooting has no effect.
