How to pick up a color

eyedropper
I have upgraded from 8 to 10. On 8 I could open a jpeg file use my eydropper and collect the color from that jpeg to use on a new vector drawing. In 10 when I click on eyedropper and take it over any part of the jpeg I get zip, nada!!! Is there a preference or guide I need to change? Thanks Jan- janrocks
