I'VE OVERCOME THE PROBLEM.
I uninstalled, then deleted each symantec folder in the 'common apps data' section for each & all users.
I also removed each reference to Symantec in the registry.
Then it worked!

If you are running W2K etc., make sure you log on as a user. Apparently there is a vunerability in NAV2005 if you are logged on as Administrator.
