It is probably a bad port on the ONS card. There is a relay that puts the ringing voltage on the line and if that goes bad the port work for outbound and you can answer the call if called but no ring. Swap ports or swap the card.
I have been doing the same thing and have had many problems with remote access on the systems also. Mitel has now come out with a Tech Bulletin that says that the EM should be installed in slots 1-4 to resolve these issues. I am in the process of moving them as I can.
