The apache config is actually fine - The apache config then loads Tomcat, which must wipe out the indexing options and stuff...
thats why none of the changes i have made have taken effect.
I took Tomcat out of the config file and things started to work like they...

Im kinda new to apache, but im working with an Apache that has been configured badly.
Basically, at the moment, it is possible to view a whole direcory listing, and then armed with that, to access and download all sorts of stuff.
http://localhost <--this is fine and loads the index...
