it depends on the CME version!
For instance, when you want to test in your CME Lab the latest version 4, you must rely on IOS 12.4.4-XC at a minimum.
But beware, you need plenty of MB for the flash!

The 18xx ISR serie is not supported for Voice!!!
You can use as the cheapest router a 1751.

that's pretty simple with CM 3.3.4 and above.
Download from Cisco's web site the UK Dial Plan.
Have a look at the documentation how to integrate
this dialplan. Install.

it's possible.
Use the ICD step "Get Reporting Statistic".
This step can be used to get informations about
- contact's current wait duration
- contact's current position in queue
- contact's expected wait time
and be used to be played out to the caller.
