Are you running Oracle Intelligent Agent? If so, an entry like this in is required /etc/snmpd.conf:
smux 0.0 "" xxx.xxx.xxx.xxx
With either your service address or the loopback address.
snmpd will need to be stopped and started, and all will then be ok.
