My code correctly activates the capturefile that I need, but I'm having problems closing the capturefile. It appears that the data isn't available in that file until the file is closed ( for writing? ) by attachmate.

The 239 range becomes unavailable when SU12S is installed, some kind of recommendation that this range not be used from IANA that NT want to comply with.
There is a patch available as a workaround though to allow you to keep using 239.

If the switch doesn't want to come back up, I for one would rather know about it following a scheduled ini, rather than find out about it by accident after an automatic ini, possibly during working hours leading to an exposure.

AFAIK SCCS always had a 180 day expiry policy for desktop passwords, most users just change it when prompted and don't think twice about it. Different for automated apps though !
SU11 for S&C on 4.2 introduces the tick box to overcome this on a per user basis.
