relay=sub.domain.com. [ip.ip.ip.ip], dsn=4.0.0, stat=Deferred: Connection refused by sub.domain.com.

Thanks. I suspected as such, being that the last segment read "stat=sent". Yes, I also suspect that the target server does have some sort of filtering system that delays the message. I appreciate the confirmation.

I run Sendmail on bsd. I hookup aliases with target addresses. In the logs, I noticed this messasge for a particular alias:
