Just in case anyone else is having this problem, what we did to fix it was run terminal services without the VPN. We are still looking into how secure it is this way, but it runs much better. We just had to forward a port on our router and perfection. Thanks for the help.
Part of my question is whether or not there are additional security risks. Can you give me some examples.
We've found that the Terminal Services runs much more reliably without the VPN. It also eliminates the extra step.

What type of router do you have? If the answer is a cellpipe 50, then it will never work. I suggest getting a DSL modem rather than a router, they seem to work better with VPNs.
I have been heavily involved with Sprint and Lucent and the Cellpipe 50A does not support VPNs easily other than maybe the cisco solution mentioned above.
Sprint is putting heavy pressure on Lucent to upgrade the firmware to support this and hopefully within 2 months this should be fixed.
