what version of windows are you working with if it is 98/me start settings control panal add/remove programs microsoft IE ...highlight click add/remove repair IE -
TCP/IP = borked. Unable to attain ip address.
remove reinstall Tcp/ip -could be corrupt most likley a driver issue remove reinstall Nic/Usb driver bound to your modem make sure you have administrative rights all elese fails contact your ISP
