OAS 4.0 file locking problem
I think I have finally found the solution to the problem. \ows\admin\<server_name>\httpd_<server_name>\www\svwww.cfg must have FileCaching = OFF instead of FileCaching = ON. I did find out the source of the problem though. It's when I use Web.Show_Document (or manually go to the URL that points to the file) to allow the user to save the file to their local PC.
