As an addition to my last post...
If you are using VFP7 you need to use the files:
foxhhelp7.exe
foxhhelpps7.dll
If you installed VFP the normal way, you can find those files in:
C:\Program Files\Common Files\Microsoft Shared\VFP
The command you have to execute is:
foxhhelp7 /regserver...
I had the same problem...
Maybe this works...
Copy both the files Foxhhelp.exe and Foxhhelpps.dll into your system32 (or system) directory.
Then execute the following command with the command prompt or with the run option in your start menu
foxhhelp /regserver
and try to run your help...

But I still have one question...
Is it possible to only show the scrollbar when it is necessary to show the scrollbar. In my current test it always showed the scrollbar!!!

Is there any possible way to have a scrollbar on the left of your text instead of the right. If somebody knows a sollution written in java or java-script it is also welcome...

I also tried to switch off and on the ShowTips property in the scrolled event, but that also didn't work.
Maybe you have some more ideas??

I have different shape objects on a scrollable form. Every shape object has a tooltiptext. When I scroll the form everything scrolls (like it should do) except the tooltiptexts. example:
I scroll my form a little bit down -->
All the objects on the form are going up -->
