Have you sett your seting correctly in Configuration manager (CM)?
Launch your CM > cognos share > Locale and select "zh-cn".
Your encoding will be chang as well.
Just to let you know cognos supports only Latin-1 lang and Czech is not Latin1 but hopefully by changing the setting you can see...

I think it has been a problem with Impromput 6.1 exporting to *csv.
This issue has been reported as bug and there is a fix for that you can download the newer version of IMP from Cognos website.
