Install the agp card , and set bios to onboard agp , then hookup the video cable from monitor to the new agp card only .
The monitor should be switched on as you startup the computer because these things check for power status of connected devices .
Uninstall all video drivers , then reboot...
Firstly I would update your video drivers and see how it performs , failing this , and the battery and power supply all check out , you have a problem with the video chip overheating which should be rectified a soon as possible to avoid permanent damage to the video chipset .
Windows 2000 has problems with network cards .
Before you go buy replacement cards , if you can physically remove the network card , do so , then try you video card installation .
For those with onboard , you need to enter bios and disable it first .

Check your bios , it may have reset itself to pci video rather than agp .
Hp computers , hit F1 , then Enter key to go into bios .
Also , make sure Pnp is active , this allows the pc to detect the new device , and install the drivers .
