I dont think there is a limitation to have the same Drive Index numbers when drives are shared in SSO. The only thing is to have common "Drive Names". You will have severe problems with SSO if you donot have common logical drive names.

All that you need to do is to install a cleaning catridge in the L700 library and add it to the NetBackup database with the respective media type (dlt_clean, hcart_clean etc).
Else you can use "tpclean" command to manually clean your drives and also to schedule cleaning at intervals.

Have you added the file/dir name to the policy or are you passing it on the command line (using bpbackup) ? Please also verify all your other policy attributes.
A little more info is needed to undersrtand further.

If the need is just to restore data from a specific tape and the backup-id and other info are known, then a simple "vmadd" to add the tape to the new master and "bpimport" to import the tape is sufficient.
