I think your database installation failed because you installed in a directory named 'c:\oradata' . it gets mixed up with another 'oradata' already prefixed in the path.
reinstall optivity and put the database in another dir e.g. c:\db
You can get list of all enterprise oids supported by Optivity by dumping out the contents of the VOGON database :
output_db_contents -db vogon vogon.txt
and look at elements of type device.information
