    REP-0613: Value does not match mask 'DD MON RRRR'

    FND_STANDARD_DATE is a seeded value set that was also delivered by Oracle. It has a Format Type of Standard Date. In the report builder, the input mask on the property palette is YYYY/MM/DD HH24:MI:SS. I have no idea where it is picking up the DD MON YYYY format.
