    Win98 restarts instead of shuting down

    If you're using Win98, run: msconfig. Under General tab, press Advanced button. Make sure the Disable Fast Shutdown is ticked. Press Ok to close Advanced option and Ok again to close msconfig, then restart. After restart, shutdown your computer and see if it works.
