i think, there are two posible solution: check your authority, user which you run the command should be in the tivoli_unprivileg_administrator groups. Tivoli desktop on Unix - which command?
Do the oserv running on your machin? Do you tried this as root? I noticed similar problem on mandrake 9.x in the first step of instalation of framework, wserver can't find the dynamic link to libraries insted they ware ther and he get the right path.
