Why can't The Gimp 2.0 open psd's?

How do I gix the "500 Illegal PORT command" error?
Everytime i try to upload or "put" a file on my site, using the ftp function of dreamweaver I get the error "500 Illegal PORT command". what does this mean? How do I fix it? Thanks, xColonel- xColonel00
