They are going to a linux platform I beleive. You can allready see this transition in the tools for 3.6 BCM's.

I have run into this and found that a different Line card fixed the issue. The static was pulsing, would fade back in and out. Had telco test lines numerous times, only to report that all lines tested fine. Tested and replaced all distribution wiring with no success.
