it is listening on port 389. i verified that using netstat -an to look at the ports. I did change the port to see if that would fix it but same problem.
I used a network sniffer and found:
Protocol: LDAP Invalid message (Can't parse sequence header: wrong type for that item)

yes, i was finally able to resolve the issue. It wasnt a DNS issue. I was having two issues that caused FRS to fail. I wasnt having problems with DS because AD was replication w/o issue. RPC end point mapper had an port occupied which was cleared with stopping the service, set to manual, reboot...
I have been having problems with ntfrs working after promoting a server using dcpromo. active directory appears to replicate but not the entire sysvol folder which prevents the server from becoming a domain controller. I found the following error in the debug for ntfrs.
