In websphere u put the Jsp files in Web directory which is under \\Websphere_InstallDirectory\Appserver\hosts\default_host\default_app\web\.......jsp files U can create ur own directory under this and give it in a classpath.. reagrding starting of the server..u have to start the Admin server...
