There's no reason why the hardware and os you have shouldn't work. I agree with bcastner in that either your cable is not a crossover, or there's a firewall impeding the connection.
However, having said that, sometimes ics doesn't work with 192.168.0.1/2, you're better off setting ip...
That is unless you're using Win XP, in which case winipcfg will not be found.
In case of winxp, open Network Connections, right click on the broadband connection (may be LAN or classed as dial-up), click on Status, then the Support tab (or Details in case of dialup).

After reinstalling office2000 on winXP (due to corruption in registry), the shortcut bar will not run.
When selected to run, it states:
