We had a similar problem after a software installation and reboot. But in our case all permissions were lost apart from users having Admin accounts. (In fact users were not able to authenticate at all)
The following fixed our problem.

If the tape information is deleted from the database before its cycle comes then itr does not belong to the scratch set you created therefore does not start back-up. The most practical solution is to delete the scratch set therefore all tapes in same scratch set if you only have one set...

I used to have the same problem with same Netware and Arcserve versions.
To fix this;
Examine pool sets and delete any pool sets except for the DEFAULT. Then change your rename the set parameter of your job in the queue to DEFAULT.
You might need to delete old tape records from database...
