It is the event log files that are full. Restarting the server will solve the problem, but then check the events to see if anything is causing a problem.
I have had this sort of problem with UK lines.
If you type debug isdn q921 and isdn q931 this will show debug information for layer 2 and 3.
I bet there is encapsulation errors if there is add this line to the BRI0 interface isdn send-alerting.
It cured all my problems with BT's lines.

I would get your client to upgrade their router to a 1720.
This router has two wic slots, so you can have one for the leased line and one for the BRI to connect your 801 to this.
